How do you get a stubborn 9 year old to use the toilet ?

Does anybody have any ideas how to get a very stubborn 9 year old with high functioning autism to use the toilet ? He is no longer afraid of the toilet and will sit for quite a while if told to, but does nothing on the loo, rather in his pants .........

How do we figure out what the reason for this is ? His speach is at about a 4 year old's level and he can express his needs and other likes and dislikes quite clearly .... he has been in therapy since 3 and attends a special school since 5 and doing exceptionaly well ..... until resently he would regress into extreme autistic behaviour whenever confronted with toilet training - stop speaking, hiding, headbanging etc...... now he wil sit on the toilet with little protest, but still do nothing where it's supposed to be done .......
